  Id also point out that I have never had this problem with Rome, Medieval 2, Kingdoms, Empire, Napoleon or Shogun 2. This was the first (and last) time I pre-ordered a Total War game so surely the problem was there. An older laptop that did not have the pre-downloaded files installed Rome 2 fine (not saying it was playable but it at least it ran the game).

  Hello,
  Did you delete the Rome 2 content from Steam ? You should also check manually to see if there are any files still in the rome 2 folder. If there are, try to delete them and reinstall the game again.

  No. I tried everywhere and went through every possible solution within these forums, steamsupport and sega support and nothing worked. My original post above only covers half the stuff I tried, the final recommendation was to wipe my hard drive and reboot the laptop as if it was new which I obviously wasn't going to do. In the end I had to just ask for a refund, which instead they reimbursed the value of the game to my steam wallet (Not exactly a refund). Im pretty sure my problem came from something to do with the preorder and preload

  I know it can be frustrating to go through all these threads and redownloading and reinstalling a hundred times so here are the recommendations from sega:
  Me: When I click play the loading mouse icon disappears after a second and a steam notification ' Preparing to launch' flashes, then nothing happens. Also clicking Launcher.exe gives the error 'Failed to initialise steam! Are you running steam?' even if steam is logged in or not or open or closed.
  
  Sega: Dear Customer,
  there are many things that could cause the problem you encounter. In order to solve this issue please follow the steps below:
  1. Check the Steam client Properties:
  - Ensure that the Steam installation folder and its contents are not set to “Read-only”
  - Check that the “Steam.exe” application file is not being run in “Compatibility mode” and that you are running it as an Administrator. To check this, right-click on the file and select “Properties”, then the “Compatibility” tab
  2. Be sure that you have the administrator rights on your computer.
  3. Are you running any background tasks like antivirus for example? If so, please close all background tasks that are not neccessarily needed by the system.
  4. If you use a router or a firewall please be sure that all ports are open that are needed by Steam. Check Steam Support to get further informations here.
  5. Check you User Account Control (Windows) and set it to low.
  6. If the Problem still occurs with all the steps above done, try to start the game from the installation folder instead from steam. Should be found in: <steam-installation-folder>SteamAppscommonTotal War Rome II - doubleclick the Rome2 file.

  - doubleclick the folder 'The Creative Assembly'
  - rightclick the folder 'Rome2' and select delete - the folder should be deleted
  Step 2:
  - goto the Steam Directory on your harddrive (this is the folder where games from steam are installed). Default is: C:Program Files(x86)Steam - from there on goto the folder SteamAppscommonTotal War Rome IIredist
  - execute the following files in the named order (choosing repair when asked to):

  Sega: Im very sorry that my suggestions couldnt help you to solve the issue you have. The last thing to try would be a clean install of everything. Since you said that the game runs on an older system, there must be something on your new system that hinders the game to work which I cant find from a distance. Unfortunately that means:
  1. Formatting of all harddrives.
  2. Fresh install of Windows System including all Windows Updates.
  3. Clean install of all the latest drivers for your hardware.
  4. Clean install of Steam and the game.

  the funny thing about this, i just re imaged my drive a month ago, and just updated my video drivers three days ago. i have multiple steam app: the entire shogun release, empire, Kerbal space program, space engineers, and tomb raider. they all work fine! Rome II is the only one that doesn't!

  According to your dxdiag, your graphic card drivers are out of date (2010), have you tried updating them (see here for more info on how to do so)?

  I have this problem wtih my total war games like rome 2 and shogun 2. How is your launcher's condition now. I tried a lot of things but i couldn't make. I will be wait your reply or another can solve this

• I only had the problem with Rome 2. The other games like shogun 2, empire, napoleons all worked fine if I remember correctly. There was never an issue with the launcher for those games, only Rome 2. I got a refund for Rome 2 so I never solved the problem. I have a feeling if I were to buy Rome 2 again it would work fine, I always believed the problem had something to do with pre downloading the game before its release because I preordered it. But I don't know what the problem was for sure. Tried everything on the Internet for weeks.

  I bought a few days ago think my game last version ( patch 17 ). I have also mediveal and shogun 1 but they dont have launcher and i can play them well. Anyway I can open shogun 2 with shogun.exe. Most important of me i would like to open my mods with total war rome 2. and alsa i don't know how to do it with out launcher. Unless a lot of try i couldn't made.
